From The Heroes of Might and Magic III wiki

There are three types of Cartographers in Heroes. For 1000 Gold, they will reveal

• Land- every terrain except Water, Rock and Subterranean.
• Ocean- every Tile of Water.
• Underworld every Tile of Subterranean.

Eventual Magical Terrain doesn't factor in.
