Magi and Arch Magi are level 4 creatures of Tower. They can be recruited from the Mage Tower. (Note, that the correct spelling is 'one mage' but 'many magi'.)
Genies and Master Genies are level 5 creatures of Tower. They are recruited from Altar of Wishes.

"Apprentice magi, under the mentorship of Wizards, serve as Tower troops before they become full masters of their craft. Both mage and arch mage units suffer no damage penalty for attacking adjacent enemies and reduce the casting cost of allied hero spells by two. Arch mage attacks penetrate cover and deal full damage to enemies behind siege walls."RoE manual
"Genies and master genies are Tower allies recruited from the realm of air magic. They attack with a shocking grasp that does solid damage to all opponents and 150% damage to efreeti. Once per turn, master genies can cast a random, beneficial spell on an allied troop."RoE manual

Magi's attacks visually look like bolts of energy, while arch magi's attacks are concentrated beams. They both use their staff to strike enemies in melee combat.
General Tactics and Info
The Genies and Master Genies bear average stats for a level 5, and their low health make them unlikely candidates for entering melee combat unless needed or their casts have run out.

Although the documentation says that only arch magi ignore the obstacle penalty, but at least in some versions this is also true for magi.
Spells
Heroes with a specialty
Spells cast by Master Genie are random, and casting them uses the genie's turn. The number of master genies in the casting stack does not affect the effectiveness of the spells meaning, that one master genie is as effective as a hundred. This makes it beneficial to divide them into several stacks. All spells are considered to be cast at the advanced level of the corresponding school with a spell power of 6.

Heroes with a specialty
Magi and Archamgi are the second shooter of the Tower faction, replacing gremlins when they become available. It is not essential to upgrade magi early in the game. However, the upgraded Mage Tower only cost 5 W and 2000 G. Considering that it gives five more hit points, speed seven and no obstacle penalty, it is more than affordable. The main downside of the magi is, that Mage Tower has very steep cost, together with their low health.
*Iona and
*Thane have genies as a specialty, which increases the attack and defense skills of any genies or master genies for each level attained after 5th level, and gives them a speed bonus of 1.
