The level of the hero's Wisdom is not a factor.

You cannot purchase relic artifacts in Artifact Merchants. Cost is derived from sell price.

Basic Cost: 100000 gold

Comment: Spells banned by the mapmaker are still available in artifacts such as Tomes and Spell Book ...
