In other words, Navigation only affects the base movement on water.

Lighthouses on the [[adventure map]] have the same effect (except there is no "movement points for everyone" bug).

They can be located on dry land or directly on water. Lighthouse found on adventure map counts as a [[mine]], which can be important if the [[Victory conditions|special victory condition]] is "flag all mines".
