The text says that the gate cannot be "passed" without the prerequisite.
Does "pass" mean "entered" (as in enter the hex the gate is in), or "passed through" (entered and exited)?
Addendum: Some in-game testing revealed that enemies without permission to "pass" the gate are allowed to enter it (and therefore are able to fight the garrison -- which I should've realized before asking my initial question here).
I think, the in-game description of "pass" lacks sufficient specificity. I've modified the page to be clearer.
