It also pretty much happened after Queen Catherine's abdication - General Morgan Kendal was put in charge of finding a suitable heir to the throne, with him wishing that the rumored-to-be-mad/possessed Gelu (which was also hinted at in AB) would return to Erathia so he could become king. That never happened, and we don't actually know what occurred in all those years preceding the Reckoning. Should they be listed as members? They are present in Kendal's council in The Legacy, and sure do work closely with the REMC as Erathia's allies, but are never called its members, only their allegiance to Bracada and AvLee respectively being explicitly mentioned.
