Cost is just that - the amount of resources one has to pay in order to recruit a creature, construct a building, etc.
For example
- Cost: 500 Gold and 5 Wood
means that to get this item, you need 500 units of Gold and 5 units of Wood, and after purchasing, these are taken from your stockpile of resources.
