With a hero without navigation (only skill is Expert Scouting), up/down/left/right all cost 100 movement points. Diagonals all cost 141. However, on Favorable Winds up/down/left/right all cost 66, while diagonals cost 93. With Basic Navigation, left/right/up/down still cost 66 and diagonals cost 93 (while on normal water it's 100/141). I can't be bothered testing every direction any more, but Left is 66 with Advanced Navigation, diagonal up/right is 93.
