Cape of Velocity is a major class artifact equipped in the shlouders slot. When equipped, the cape increases the combat speed of every allied creature by +2. This does not affect the adventure map movement.
Comments
The best, or at least one of the best major class artifact there is. Some have claimed, that it should a relic.
