I think this artifact is almost overpowered because it is easy to amass swarms of liches on large maps. I have played games where I have gotten over 500 Liches due to luck in finding the artifacts and Expert Necromancy before level 5.

The Cloak of the Undead King is extremely powerful and useful for Necropolis players and is relatively easy to make.

The Cloak of the Undead King resurrects 30% of the battlefield dead as skeletons. If the hero already has the Necromancy skill the percentages are added to that skill. If the hero does not have the Necromancy skill, the battlefield dead will be raised as Skeletons, as already mentioned. However if the hero has basic Necromancy, the battlefield dead will be raised as Zombies. Advanced Necromancy resurrects battlefield dead as Wights and expert Necromancy resurrects battlefield dead as Liches.

In order to make the Cloak of the Undead King you need to have three artifacts:

You cannot purchase combination artifacts in Artifact Merchants. Cost is derived from sell price.

Basic Cost: 60000 gold

It is also important to note that as with all combination artifacts the hero will continue to receive the benefits of the individual artifacts as well. So one's Necromancy skill will be incredibly powerful when you equip the Cloak of the Undead King.
