The obstacle penalty is cumulative with the range penalty.

Sharpshooters, Enchanters, Magi and Arch Magi ignore the obstacle penalty, as do all creatures under a command of a hero with either the Golden Bow or Bow of the Sharpshooter artifact equipped.
