Although the description states that Dispel removes all spells, it is not true as it does not remove effects of the Disrupting Ray spell. Additionally, Dispel removes almost all effects of creature abilities, but not aging caused by Ghost Dragons.

Sphere of Permanence renders creatures immune to Dispel.
