Obstacle penalty is a term for reduction of damage for ranged attacks. It occurs only during sieges when the target is behind walls. The attack suffering from the obstacle penalty only does half the damage compared to an attack made against a target being in front of the wall. The obstacle penalty is cumulative with the range penalty.
How to calculate
Obstacle penalty may disappear when the wall goes down.
In this picture, all the W hexes are indestructible. If the shooting trajectory passes through W hexes or other wall hexes that have not been destroyed, the obstacle penalty will be calculated, unless the shooters are stand inside the wall or the shooters ignore obstacle penalty. If you stand close enough, the range penalty will also not be calculated.
