Fear is a special ability of azure dragons. It causes creature stacks to freeze in combat, similar to what happens with bad morale. Units immune to this effect:

In the early version of Armageddon's Blade expansion, a hero could learn Fear spell from a Pyramid. However, it could not be cast and thus had no effect. The feature was completely removed somewhere along the lines of update patches.
