Death Kiss is a subterranean city (in the Upper Tunnels) where 
Mutare first came to power as a Nighon Lady. After defeating several rival lords and being transformed into a sentient Dragon (most likely a Red or Black Dragon), she ruled from here as the Dragon-Queen 
Mutare Drake.
