It depends on the base amount of the hero's movement at sea (1500) and provides extra 75 movement points on water per level (5% of 1500). So HotA ''("5% per level bonus to movement points at sea")'' specialty description is not correct.

Elmore is the undisputed king of water maps. Starting with Advanced Navigation gives him a leg up over other Navigation specialists in the early game, and his specialty allows him to cross huge bodies of water in the single turn with just a few levels. This can let Cove players or anyone lucky enough to recruit him early make aggressive plays on island maps much faster than other players.
 
As with all heroes that start with a single skill however, Elmore is at risk of being stuck with a weak skill early on, since you only have one level of leeway before you have to pick a new skill to learn.
