Luck is not a "must have" secondary skill which is essential, but still a decent bonus helpful in battles. Its relevance probably increased in {{hota}}{{-wh}}, as this mod enabled bad luck attacks (which are present in the original game's code, but do not normally work), which deal only half of damage, and Luck secondary skill can help avoiding it.
