By default, Murdoch is not playable, but he may be enabled in custom scenarios in the map editor.

Rescued by 
Dargem from 
Sandworms in Bracada. In return, he helps Dargem rescue 
Kilgor and raid AvLee, then sets out to settle Dargem's score with another old enemy, 
Henrietta.

Bounty Hunter employed by 
Kastore once he took control of Terra Nova. According to a local child, Murdoch is "the best marksman in the Ravage Roaming" and "can hit an enemy’s heart square from a mile away!"

User Commentary
The most likely reason Murdoch is banned by default is because he is attack oriented in contrast to Factory being a balanced/slightly defensive faction. Otherwise, his specialty would make the Halflings and the Gunslingers overpowered.
